The City of Homestead is creating a Vision Zero Safety Action Plan.

Homestead is more than its roads. It is a city defined by its cultural heritage and a strong sense of belonging. Despite these strengths, Homestead grapples with a pressing issue: traffic-related fatalities and serious injuries. Recognizing the urgency, the city secured funding through the Fiscal Year (FY) 2023 Safe Streets and Roads for All (SS4A) program, administered by the United States Department of Transportation (USDOT). With this support, Homestead is charting a new course toward safer streets through the development of a Vision Zero Safety Action Plan.

The methodology for the Vision Zero Safety Action Plan combines technical safety and mobility analysis with robust community engagement. The project team is conducting historical crash analysis, multimodal network assessments, and accessibility and connectivity evaluations to identify high-injury locations, systemic risk factors, and gaps in existing transportation infrastructure.

The plan will offer recommendations that consider land use, public transit, freight, and local travel patterns, while aligning with federal and state safety standards and regional transportation policies. Developed with input from the community and the City’s Action Plan Taskforce, this collaborative effort ensures that all voices are heard and that outcomes are equitable. There are many ways to get involved—from public workshops to taskforce participation.

By prioritizing community input and evidence-based strategies, the Vision Zero Safety Action Plan aims to reduce traffic-related injuries and fatalities while improving access for all travelers. Project Goals

The Vision Zero Safety Action Plan will:

  • Strengthen connections to nearby residential
    neighborhoods and commercial districts.

  • Improve roadway conditions and traffic flow;

  • Provide solutions to enhance the city’s
    infrastructure and ADA compliance and sidewalk
    conditions;

  • Address gaps in the regional motorized and non-
    motorized networks and implement proven
    safety measures like mid-block crossings and
    roundabouts at warranted locations.
